Job Description and Duties

This position is eligible to telework up to one (1) day a week, in accordance with the Statewide Telework Policy, and will be required to report to the office as needed/required. This is subject to change based on operational need and/or future return to office orders. The successful candidate must reside in California upon appointment.

Under general direction of the Supervisor I, the incumbent is responsible for developing, analyzing and reviewing various components of the Office of State Publishing’s budget. The incumbent develops and maintains budget systems and has responsibility for formulating, implementing and monitoring the annual rates proposal and reconciliation for the office.

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests.  The appointee is required to complete Form 700 within 30 days of appointment and once per year.

This position is not eligible for visa sponsorship. Applicants must be authorized to work in the United States without the need for visa sponsorship by the start date of employment. The Department of General Services does not participate in E-Verify for employment authorization purposes.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Demonstrated ability to perform complex financial analysis, including forecasting, trend analysis, and variance explanation.
  • Experience developing multi-year budget plans, expenditure projections, and tracking.
  • Ability to analyze large data sets and translate financial information into clear, actionable insights for leadership. Advanced experience with Microsoft Excel, Proficiency with Power BI, Smartsheet, or other data reporting tools. Experience with financial platforms.
  • Experience performing or supporting billing, invoicing, accounts receivable, and expenditure tracking.
  • Ability to collaborate with internal and external partners to resolve discrepancies and ensure timely financial reporting processing.
  • Strong written and verbal communication skills to work efficiently with leadership, department staff, and external partners.
  • Ability to manage competing deadlines, high-volume workloads, and shifting priorities while maintaining precision.
  • Strong organizational skills.
